Digital Readiness: What Age Should Children Access What Online?

There are no perfect universal answers to when children are ready for different digital experiences, but there is good developmental knowledge to guide the decision. This guide maps it out.

Age Recommendations Are a Starting Point, Not a Rule

The question of when children are ready for different digital experiences is one of the most common anxieties in modern parenting. App store age ratings, platform minimum ages, and government guidelines provide a framework, but every child develops differently, every family has different values, and the conversation deserves more nuance than a simple age number provides.

What follows maps out what developmental knowledge tells us about children's readiness for different digital experiences at different ages, alongside practical guidance for families making these decisions.

Under 2: Little or None

For babies and very young children, the evidence supports significant limitation of screen use. Video calling close family is the clear exception, as it involves two-way interaction and serves genuine relational purposes. Beyond this, screens compete with the physical interaction, exploration, and face-to-face relationship building that are the foundation of development at this age. The American Academy of Paediatrics, NHS, and WHO all recommend avoiding or minimising screen use under two, and none at all for children under 18 months beyond video calling.

Ages 2 to 5: Limited, High-Quality, Co-Viewed

Children aged 2 to 5 can benefit from well-designed, interactive digital content, particularly when a parent or caregiver engages with them around it. Programmes and apps that involve active participation, problem-solving, or language development provide more value than passive video consumption. Limiting total screen time and being present during screen use dramatically increases its educational value and reduces the risks of passive absorption of commercial content.

Touchscreen devices are intuitive for this age group, and young children can navigate tablets effectively. This ease of use means parental controls are particularly important: young children will explore everything accessible to them and cannot themselves regulate what they encounter.

Ages 6 to 9: Supervised Access with Clear Boundaries

Children aged 6 to 9 are ready for more independent digital use with appropriate supervision and clear limits. Educational apps, carefully selected games, and video content (YouTube Kids provides a safer environment than standard YouTube for this age) are all appropriate with parental oversight.

Internet access for this age group should be filtered, with parental controls active. Research projects with this age group are best done using child-safe search engines. Email and messaging are not necessary for most children at this age and introduce risks of unsupervised contact that are not appropriate before children have the maturity to manage them.

This is the right age to start building foundational digital literacy: understanding that the internet contains information that is not always true, that some content is for adults, and that you should always tell a parent if something online upsets or confuses you.

Ages 10 to 12: Building Independence with Oversight

Children aged 10 to 12 are ready for more digital independence, including internet research for school, messaging with known contacts, and perhaps age-appropriate gaming with online elements. This is also the age at which social media pressure begins, as children approach the minimum age of 13 and become more aware of what their peers are doing.

A family messaging group or parent-monitored messaging on a child-friendly platform provides a bridge between supervised and independent communication. Check-in conversations about what they are doing online should be regular and low-key, building the habit of sharing rather than secrecy.

Online gaming with other players introduces contact risks that are different from single-player games. Discuss explicitly who they can play with (friends they know from school or family contacts) and what information is safe to share in gaming environments (nothing personal).

Ages 13 to 16: Social Media and Growing Independence

Thirteen is the minimum age for most major social media platforms. Reaching this age does not automatically mean a young person is ready for unlimited social media use, but the blanket prohibition on access becomes less sustainable as peer norms shift. The focus at this age is on building the critical awareness and self-regulation skills that make social media use manageable rather than harmful.

Having the accounts set to private, reviewing followers together before the first few months, and establishing shared family norms about social media use, all provide structure without feeling like inappropriate surveillance for a young teenager. The goal is gradual handover of responsibility, not abrupt full independence.

Ages 16 and Over: Partnership and Trust

By 16, most young people have independent devices, broad online access, and are not going to accept monitoring that they perceive as disproportionate. The shift in approach should be from oversight to partnership: shared conversations about online safety, mutual agreement on reasonable norms, and an open channel for the inevitable moments when something goes wrong online.

Trust, built through years of open communication, is the most valuable safety tool for the online experiences of older teenagers. A young person who knows they can come to a parent with online problems without punishment is safer than any technical control.
